To create your Menu, head over to the WordPress Dashboard > Appearance > Menus. From here, you can create menus with URLs, Navigation Labels, Title Attributes, & more.

For that, move over to the Add menu items. You can add your menu structure, and from the Menu Structure, you can add content to these menus.
